  HFBC provides in-home support for families that are expecting a child or have a child that hasn’t started kindergarten yet.  Families get information and support to connect with community resources and learn about things they can do to make sure their young children have all that they need to be ready for kindergarten when the time comes.

Abilities Network’s Project ACT program can help with the following: on-site training for child care staff, individualized child observations and support planning, center wide coaching and mentoring to increase staff knowledge and skills, family support, resource and referral  services, and access to individualized services to facilitate the optimal growth and development of children.

  ABC is an inclusive family involvement program for parents/caregivers and their children from birth to five years of age. ABC’s mission is to provide families with a safe, supportive learning environment that will help them to reach their fullest potential. The program fosters physical, intellectual, emotional, and social development in order to prepare children to enter school ready to learn. In addition, through parent education, ABC helps parents and caregivers to have a better understanding of child development and of their role in their children’s education.

Deena's Day Care

Deena's Day Care is a family-owned and operated child care.  We offer a safe and loving environment for infants to school age. Students are cared for and educated by highly trained, dedicated family provider. 

A Special Place to Grow Familiy Child Care

A Special Place to Grown Family Child Care is a family-owned and operated by Yvonne Ryan.  She offers a safe and loving environment for infants to 8 years old. Students are cared for and educated by a highly trained, dedicated family provider who is certified in supporting children with special needs. 

Aunt Zan's Daycare

Aunt Zan's Daycare is a family-owned and operated child care by Susanne Howard. She offers a safe and loving environment for infants to 8 year old children. Students are cared for and education by a highly trained, dedicated family provider. 

The Baltimore County Early childhood Advisory Council works with the Maryland ECAC to fully accomplish Maryland's goal of full school readiness. 

Infants and Toddlers Program serves developmentally delayed children from birth through transition.
Direct services are provided to eligible children and families at various local sites including the Judy Center.​
BCPL provides weekly story times for infants, preschoolers, and toddlers at the local branches.
Storyville is an interactive learning library for children ages birth to five that is available for field trips for the Judy Center and all families.
The office of ECE provides leadership and support in the development of early childhood programs and curricula.
This office also provides managerial oversight for the Judy Center and it BCPS educational partners.
The Parent University offers in-person workshops throughout the community as well as online resources and videos to meet the unique needs of all families.
Barnes and Noble Bookstore provides books, magazines, toys, games and collectibles to encourage reading and the love of books in all forms.
Bedtime in a Box is a creative but simple solution that supports the health and educational development of children prior to entering school by providing families with the materials, tools, and training they need to enact a comprehensive bedtime routine, seven days a week.

ESOL Family Literacy for non-native English speaking parents is designed to help parents learn English language skills for life, work, and to fully partner in their child's education.  Classes are held at Hawthorne Elementary School.

The Center For Family Success is a comprehensive family centered program for expectant parents or parents with children 0-3 years of age. The Center for Family Success supports parents that are confronted with the challenge of balancing their youth with the responsibilities of parenthood. The center offers services to promote self-sufficiency through our Nurturing parenting skills classes, Health and Life skills classes, Family Planning, Adult Basic Education (GED) and an onsite child development for children to prepare them for pre-K. 

Healthy Babies Collaborative (HBC) unites local organizations who have a common interest in promoting positive birth outcomes and creating safe and stable environments for mothers and their families currently living in the Essex /21221 area.. The HBC offers education, resources, programs/activities and support to these families.

PACT is the only specialized child care center in Central Maryland for young children with complex medical needs or infants and toddlers who are experiencing homelessness.  PACT offers a World of Care medical child care, a Therapeutic Nursery, and a PreK classroom, as part of World of Care.

LiteBrite, LLC.

LiteBrite,LLC is dedicated to providing the highest quality of education and assistance to the early childhood community.  It is our goal to support early learning professionals with skillful, engaging practices which foster exemplary quality care for our children.  It is our mission to be at the forefront of educating early childhood professionals by partnering and promoting the initiatives supported by the Maryland State Department of Education.  

Martin Boulevard Day Care has a philosophy to serve the whole child, seeing to their cognitive, physical emotional and social needs, building self esteem, creativiey, and imagination. We are licensed and serve children ages 2-12. 

Maryland EXCELS is a Tiered Quality Rating and Improvement System (TQRIS) that addresses the needs of both families and educators.  Maryland EXCELS stands for (EXcellence Counts in Early Learning and School-Age Care).

Jessie Bernstein-Newton, founder Moksha Massage & Wellness, is a Maryland Licensed Massage Therapist and Board Certified in Therapeutic Massage and Bodywork, specializing in oncology and pregnancy/postpartum massage, and infant massage instruction. She works with the Judy Center to teach infant massage and help families with supporting their new infant.

Ready At Five is a dynamic, statewide program of the Maryland Business Round table for Education that elevates the discussion, practice and quality of early childhood education in Maryland, so that all children will be ready for school. We believe that all children should have the foundational skills needed for success in school, career and life.

Kelly Taylor

Ms. Taylor is a licensed massage therapist who assist the Judy Center with providing prenatal massage. She also supports expectant moms throughout their pregnancy 

Towson offers special education certification programs that provide you with the knowledge, skills and experience to improve the lives of children with diverse learning needs, including those with disabilities. 
United Healthcare Community Plan offers health insurance and healthy lifestyle opportunities and events
University of Maryland Extension FSNE supports healthy eating through educational activities
The Special Supplemental Nutrition Program for Women, Infants, and Children provides healthy supplemental foods and nutrition counseling for income eligible pregnant, postpartum and breast-feeding women, as well as children under age five with medical or nutritional risk factors. 
YMCA Head Start at Back River Neck Road

Y Head Start provides comprehensive services to children and families to enable them to reach and sustain their fullest potential. Our approach integrates well-being, self-sufficiency and school readiness to narrow the achievement gap.
